Rebecca Rhynhart is running for Controller to be the progressive, independent voice our city needs.
Rebecca Rhynhart was appointed Chief Administrative Officer of the City of Philadelphia in January 2016. The Chief Administrative Officer (CAO) is a cabinet-level position created by Mayor Kenney in order to bring innovation to key enabling functions of city government. Departments and functions reporting to the Office of the CAO include Procurement, Public Property, Office of Innovation and Technology, Fleet, Records, Contracting, Performance Management, HR & Talent, and Open Data and Digital Transformation.
Rebecca was the Budget Director for the City of Philadelphia from 2010-2016. In this role, she was responsible for the City’s $8.1 billion operating budget, including the $4.0 billion general fund operating budget and the operating budgets for the Water, Aviation, and Grants Funds. In addition, she was responsible for the City’s $9.0 billion 6-year capital program. In 2014, Rebecca received the 40 Under 40 Award from the Philadelphia Business Journal, which recognizes the 40 under the age of 40 up and coming business leaders in the Philadelphia region.
Rebecca was the City Treasurer prior to being appointed the Budget Director. Before joining the City in 2008, Rebecca worked in finance. Rebecca received her Masters of Public Administration from Columbia University and her Bachelor of Arts from Middlebury College.
